Google Play limits a developer reply to 350 characters. The Play Developer API enforces that limit (https://developers.google.com/android-publisher/reply-to-reviews). When you choose Google Play, every draft is kept to 350 characters. If you edit a draft past 350, the counter shows over limit.
Apple does not publish an official character limit for review replies. Community tests put it at about 5,970 characters. That figure is unofficial, not Apple policy, and the counter labels it that way.
